Concerned Citizens is a 501(c) nonprofit social service agency, first established in 1979, that serves community members throughout Clallam and Jefferson Counties by providing a range of service programs, when and where they’re needed, to citizens of all ages.

Our mission is to provide a helping hand where and when it’s needed to citizens of all ages in Clallam and Jefferson Counties who need help with skills, care, guidance, and extra support so they can succeed with whatever task at whatever age, with an emphasis on the needs of those with developmental and other disabilities.

Our promise is to accomplish our mission through support, advocacy, and facilitation by recognizing individual differences and gifts and targeting special needs populations, including birth to seniors, and their families to help support their general welfare and quality of life.

Our vision is one of a barrier free environment for our targeted population; we envision an integrated environment that encourages children, teens, and adults to reach their full potential by expanding life experiences and enhancing general health and personal growth.

Our History...

In 1979, Concerned Citizens started as a Child Development Center and immediately began working on quality services that would provide support to children with disabilities and children who were at risk developmental delays for their age. By 1981, our childcare program was fully inclusive, formed under the non-profit rules of 501(c)(3), and we began a business venture that has grown and expanded for over four decades throughout both Clallam and Jefferson Counties. 

Today, Concerned Citizens has many State, Federal, and County contracts serving people from ages birth to seniors in a variety of different community service programs.

Our Accreditations...

In order to provide services and programs that truly meet the needs of our community members and official standards, Concerned Citizens has earned the following accreditations and awards.

  • Adult Family Home– Although there are no specific rating or certification standards, Connecting Links, our Adult Family Home, has achieved high ratings from the Licensing for Residential Homes and is recognized for its high standard of care in all of Washington State.
  • Childcare and Preschool– In 2012, the Department of Early Learning, Childcare Aware, and the University of Washington partnered to create the “Early Achievers Award”. Early Achievers rates the quality of childcare and early education programs on a scale of 1 to 5. Higher ratings demonstrate a track record of delivering high-quality care. Providers can move up the rating scale by completing milestones and gaining points through an extensive and intense evaluation process. Our Sunshine and Rainbows Childcare Center is currently rated at a 3, which, in Washington state, is equivalent to a 5 in other states.   • Employment programs– We became accredited by CARF International in 2008 and have successfully passed certification every three years since then. CARF standards help us to aspire to excellence and we take that very seriously. For more information click to visit: www.carf.org

An ethical code of conduct outlines the core values and principles an agency seeks to adhere to and provides new employees with clear expectations related to professional conduct. Our code of ethics is designed to give all Concerned Citizens employees a definitive description of ethical, professional, appropriate, and inappropriate behavior.
